Many people enjoy them with butter and salt.

90. Teotihuacan Mexican Cafe
This is one of those reliable everyday Mexican restaurants that keeps Houston spinning. Charcoal grilled platters done really well are reasonably priced and embellished with all the right stuff: good table salsas, lush guacamole, house-made tortillas. In fact the fragrant, full-bodied corn tortillas here are among the best in the city, and never better than when wrapped around exemplary chargrilled shrimp bathed in garlic butter. Chicken-and-cheese flautas, green enchiladas and poufy sopapillas are among the highlights. Cool Pre-Columbian murals, too. The margaritas could be better, though; and the staff, while very nice, is very taxed.
